The interface should be completely customizable, including icons, windows, layout, screens, toolbars, colors etc.

It shouldn't require extensive coding to change the skin.

If people could load different interfaces that emulated their fafvourite 3d progs blender would take off like a rocket.

If I could choose a Maxlike, or Mayalike or LWlike interface this would be my number one prog. And I believe it would gain ground in a number of industry leading content creation studios.

Make it like Winamp, where people can easily design their own skin/key/layout sets.

For an example, look at live Ubuntu, then go to the interface themes, there you can make the OS gui act like Sun, MS, OSX, etc.

I forgot to add, the final category would be: ANIMATE! There you go.

First of all, the programmers have to understand that most users of 3d applications are artists. Second, they should simplify their interface to just simple categories: objects (meshes of actors or static background sets), lights, sound and color (texture and displacement maps). Too many buttons! Artists have this motto: SIMPLICITY IS BEAUTY. Simplify the interface and this application will have a fighting chance against those big boys.

You have very many good and valid points. Especially, the way the overall, good principles of the UI have been diminished because of inconsistent implementation and other issues that naturally follow when in most cases programmers have the final word on also the UI.
However, in my experience as a professional UI-designer, most of the time, applications are already working and in production when the UI-guy is called in. While that may sound as a draw-back, it actually isn't. As long as the application and functions work well, as the certainly do in Blender, building a good UI is greatly simplified.

Also, time from prototype to production tool is in many cases greatly shortened when the programmer doesn't have to put too much effort into another layer of complexity (UI) but can just concentrate on the actual functions.

All in all, I think the latter has contributed a lot to Blenders capabilities and speed of development but I still can't wait to start defining custom shortcuts in Blender 2.5 and thereby have the entire community of Interface Designers "Group I" and Blender users "Group B" to join in.

This is quite an interesting idea!
It would seem like it would be a lot of work to develop this IDE though, maybe for Blender 2.52?
